Is Mr. Freeze's Crime Boss Partner the Penguin in Arkham Origins DLC?

After Watching the gameplay trailer to the DCL Cold Cold Heart, we learn that Mr. Freeze was working with one of the crime bosses in the content's main plot and based on the clothing the criminals were wearing, speculation points down to Mr. Freeze's partner being the one major villain that escaped Batman at the beginning of the game; the Penguin.

Remember this is before Arkham City and reasons why Penguin is helping Freeze before betraying him in Arkham City is because his revenge against Ferris Boyle involves Bruce Wayne and because Penguin hates Wayne for having most of the glory he lends some of his crew to aid Freeze on his mission to kill Boyle
